Limo driver, survivor views differ on fatal fire

REDWOOD CITY, Calif. (AP) ? As smoke thickened and a fire grew in the back of a limousine, Nelia Arellano desperately tried to squeeze through a 3 foot by 1 1/2-foot partition.

Stuck for a moment, Arellano made her way into the front seat. Three of her friends quickly followed. Five others didn't make it. Their bodies were later found pressed against the partition.

Arellano said in an interview Monday with KGO-TV that she believes the driver, Oliver Brown, could have done more to help during the fire, which took place Saturday night on one of the busiest bridges on San Francisco Bay.

"When he stop the car, he get out from the car, he just get out from the car," she said.

Arellano and other women had started the night celebrating the recent wedding of Neriza Fojas and were headed across the San Mateo-Hayward Bridge to a hotel in Foster City.

Brown, a San Jose man who worked for the limo company the past two months, has said in interviews that one of the passengers tapped on the partition behind him, saying something about smoke as music blared from the back. No smoking was allowed, he told them.

Then the taps turned to urgent knocks, and someone screamed "Pull over!"

Brown said he stopped on the bridge as soon as he could. Then he helped pull the women out through the partition, he said.

One of the women who made it through the partition ran to the back and yanked open a door, but Brown said that provided oxygen to the fire and the rear of the limo became engulfed in flames.

Brown said he believed it was an electrical fire.

"It could have been smoldering for days," he told KGO on Monday, noting there was no explosive boom.

Authorities searched for answers Monday, hoping to learn what sparked the blaze and why five of the victims killed Saturday night couldn't escape.

The position of the bodies at the partition suggested they were trying to get away from the fire, San Mateo County Coroner Robert Foucrault said.

Fojas, 31, a registered nurse from Fresno, was planning to travel to her native Philippines to hold another wedding ceremony with relatives. Her friends in the limousine were fellow nurses.

Fojas was among the five killed. Her mother, Sonya, broke into tears during an interview in the Philippines with local TV network GMA News.

"How painful, how painful what happened," she said.

The U.S. ambassador to the Philippines, Harry Thomas Jr., on Tuesday expressed condolences to the Fojas family.

"Mystery surrounds deadly limo fire," he said in a Twitter message. "Condolences to the Fojas family in the Philippines and the U.S. and other nurses."

Fojas and another woman who died, Michelle Estrera, were nurses at Community Regional Medical Center in Fresno. The husband of a third victim, Jenni Balon, 39, identified her to the San Francisco Chronicle.

John Balon, 38, said their 10-year-old daughter cries for her mother at night and is still working on paintings to give her for Mother's Day. His daughter and 1-year-old son are still looking for their mother, he said.

He told his daughter that she is in heaven.

"I told her mom doesn't want us to worry a lot," he told the Chronicle. "She is happy there. She won't be happy if we worry."

The other two victims have not been identified.

The medical center's CEO, Jack Chubb, said in a statement Monday that Fojas and Estrera were outstanding nurses, loved by their patients, colleagues and staff.

"Both were good friends, stellar nurses and excellent mentors who served as preceptors to new nurses," he said.

A relative of Fojas said the young nurse was preparing to get her master's degree.

Christina Kitts said Monday that Fojas lived in Hawaii while she reviewed for her nursing exam, then took a job in Oakland for two years before moving to Fresno about a year ago.

Three survivors hospitalized were identified as Jasmine Desguia, 34, of San Jose; Mary Guardiano, 42, of Alameda; and Amalia Loyola, 48, of San Leandro. Arellano, 36, of Oakland, was treated and released.

California Highway Patrol Commander Mike Maskarich said the state Public Utilities Commission had authorized the vehicle to carry eight or fewer passengers, but it had nine on the night of the deadly fire. Maskarich said it was too early in the investigation to say whether overcrowding may have been a factor.

State PUC spokeswoman Terrie Prosper said Monday that the commission is looking into whether the operator of the limo, Limo Stop, willfully misrepresented the seating capacity to the agency. If so, Limo Stop could be penalized $7,500 for each day it was in violation.

Limo Stop is licensed and has shown evidence of liability insurance, Prosper said. The company has seven vehicles with a seating capacity of up to eight passengers listed with the commission, and it has not been the target of any previous enforcement action.

The CPUC requires that all carriers have a preventive maintenance program and maintain a daily vehicle inspection report, Prosper said. Carriers also certify that they are have or are enrolled in a safety education and training program, she said.

Prosper said requirements for emergency exits only apply to buses, and limousines are not required to have fire extinguishers.

Joan Claybrook, the top federal auto-safety regulator under President Jimmy Carter, said the stretch limousine industry is poorly regulated because the main agency that oversees car safety doesn't have enough money to prioritize investigating the small businesses that modify limos after they leave the assembly line.

"I think the oversight is pretty lousy, because the modifications are so individualistic, and there are not that many companies out there that do this. Mostly, they are mom-and-pop operations," said Claybrook, a former administrator at the National Highway Traffic Safety Administration who previously led consumer group Public Citizen.

Instead, the agency tends to focus more on problems with new cars and major recalls, she said.

U.S. Department of Transportation data shows five people died in three separate stretch limo accidents in 2010, and 21 people died in another three stretch limo accidents in 2011.

Stretch limos are typically built in two ways.

In the first process, one carmaker builds the limousine's body then another company customizes or stretches the vehicle.

The second company has to issue a certification that the car meets National Highway Traffic Safety Administration safety standards for new vehicles, and that all safety equipment is working as required before it can be sold to the public, said Henry Jasny, an attorney with the Washington-based nonprofit Advocates for Highway and Auto Safety.

In the second process, a customer buys the limousine directly from the carmaker then takes it to be customized. But modifying the car after it has been sold is considered a retrofit, so is not something NHTSA would regulate, Jasny said.

Many older models such as the 1999 Lincoln Town Car that caught fire Saturday were modified after they left the factory, said Jerry Jacobs, who owns a boutique limousine company in in San Rafael with a fleet that includes two stretch limos.

"There is nothing wrong with having these older models on the road. Many have low mileage and immaculate interiors because we take care of them. But when these cars start getting older and the rubber boots wear out, they start running hot," Jacobs said. "The key is you have to keep doing all the right maintenance to make sure they're running smoothly."

Yes, scientists found five types of fungus in Capri Sun beverages after consumers reported finding mats of mold in the popular kids' drinks. But they're mostly harmless.

The study was spurred by reports of consumers finding mold ? mats of fungus consisting of millions of cells ? in the drink.

While the findings have an "ick" factor, the fungi probably aren't harmful to most people, said study researcher Kathleen Dannelly, associate professor microbiology at Indiana State University. Fungi are all around us ? in the soil, air, and even on our skin and inside our digestive tract ? but they are generally kept in check by our immune systems.

"Probably, those of us with healthy immune systems, we could even eat that, and that wouldn?t be a problem," Dannelly said, referring to the fungal mats in Capri Sun.

However, for people with compromised immune systems, such as those with AIDS, leukemia or cystic fibrosis, fungus exposure may be a health concern, Dannelly said.

For instance, the fungus Aspergillus is found in air, and most people breathe it in without problems.

Kraft, which manufactures Capri Sun, acknowledges that mold can grow in the drink, but says such reports are not common.

"Since there are no preservatives in our drinks, mold can grow, especially in a leaking pouch," Kraft says on its Capri Sun frequently asked questions website.

During the manufacturing process, the drinks are heated to temperatures that exceed those used for pasteurization. But punctures in the products' package ? even microscopic ones ? can allow air inside the package, and mold to grow, Kraft says. Fungi need oxygen to grow, Dannelly said.

Capri Sun packages have a shelf life of about a year. The company urges consumers to discard leaking or damaged packages.

In the new study, the researchers filtered Capri Sun through filter paper, and then checked whether any microorganisms were left behind on the paper. The juice contained just a few fungal cells, which grew in laboratory dishes.

Dannelly said if this experiment was done on any juice after it was opened and left in the refrigerator, she would expect both fungus and bacteria to grow.

In a second experiment, the researchers, including Leah Horn, an undergraduate biology major, punctured Capri Sun packages with a sterile needle to mimic damage to the product. When left in a sterile environment for three weeks, fungal mats grew in the juice.

A problem with Capri Sun is that the packages are not see-through, so unlike mold on bread or cheese, consumers can't tell when Capri Sun goes bad.

Kraft said it tried creating clear packages for Capri Sun, but stopped making the packages after it created manufacturing problems.

The company said it will not add preservatives to the product because their customers don't want this. Preservatives give food a longer shelf life, but some, such as the preservative nitrite, have been linked to an increased risk of certain cancers.

Dannelly said there are some natural preservatives, such as citric acid, which are not harmful and could be added to the product (although it would make the product more acidic).

"If you're going to have a package you can't see through, I think you need to do something," Dannelly said.

The study has not yet been published in a peer reviewed journal, but the researchers plan to submit the work for publication.

Neiker-Tecnalia, the Basque Institute for Agricultural Research and Development, and the company FARMARABA S.L. are working together on a Project designed to produce Omega 3 using marine plant micro-organisms. The ultimate aim is to develop in-house technologies to obtain this highly valued fatty acid, and then apply them at a FARMARABA production plant.

Researchers at the R&D centre, which has proven experience in the biotechnology and agri-foodstuff sector, have managed to obtain meal with a high Omega 3 content by means of the fermentation processes of various marine plant micro-organisms. The experts are seeking to identify and isolate the micro-organisms most suited to producing the fatty acid. They are also researching the most suitable fermentation conditions to obtain types of meal with a greater nutritional value and which are suitable for food applications.

The technology to produce Omega 3 by cultivating micro-organisms is the basis of a flourishing biotechnology industry. So Neiker-Tecnalia and Farmaraba have committed themselves to active collaboration in the development of in-house technologies and in the identification of new micro-organisms capable of producing Omega 3, a functional ingredient increasingly being called for in the production of foodstuffs with a high nutritional value.

The project is being funded by FARMARABA S.L., a subsidiary of Grupo Elgorriaga BRANDS set up in Vitoria-Gasteiz (Basque Country) in 2010. The company, which is in the biotechnology sector, is committed to research in a sector where development is booming: the production and marketing of functional ingredients for food use.

The quest for food that is more health-giving

The improvement in eating habits and the consumption of natural products are turning into a collective awareness in the quest for health and wellbeing. This social awareness has driven demand for innovative foodstuffs formulated so that they are more nutritional and more health-giving. For many years the food market has been offering new products with a high fibre content, low in fat, fat-free or low in sugar, but the demand for health-giving foodstuffs continues to expand and consumers are seeking new, more sophisticated products that include compounds essential for health, like Omega 3 fatty acids.

The year 2000 saw the launching onto the market worldwide of nearly 140 new products that contained Omega 3, while nearly 2,000 appeared in 2009; this accounts for approximately 3% of the total of new products on the food market. The market for products with Omega 3 is set to go on expanding in Europe at a rate of 24% per year until 2014, according to a recent study by the Frost & Sullivan consulting company.

Raid on western Minnesota home thwarted terror attack: FBI

MINNEAPOLIS (Reuters) - Authorities disrupted a terror plot and possibly saved lives when they raided a home in western Minnesota last week and recovered several guns including an assault rifle and explosive devices, the FBI said on Monday.

Federal, state and local law enforcement officers on Friday descended on the property, in Montevideo, Minnesota, where they arrested one man and recovered weapons and explosives after executing a search warrant, the FBI said in a statement.

Buford Rogers, 24, was arrested without incident and was charged with being a felon in possession of a firearm, according to a criminal complaint filed with federal court in Minnesota, the FBI said.

The FBI statement did not provide details of the suspected plot. Montevideo is about 130 miles west of Minneapolis near the South Dakota border.

"The FBI believes that a terror attack was disrupted by law enforcement personnel and that the lives of several local residents were potentially saved," the FBI statement said.

"The terror plot was discovered and subsequently thwarted through the timely analysis of intelligence and through the cooperation and coordination between the aforementioned agencies."

According to the criminal complaint, sworn by an FBI agent assigned to a squad that investigates domestic terrorism, Rogers was convicted of felony burglary in 2011 and admitted to firing the assault rifle twice recently at a gun range.

As a convicted felon, Rogers could not legally possess a firearm that has been transported across state or international boundaries, the complaint said. It described the assault rifle as a Romanian model AK-M.

US factory orders down 4 percent in March

(AP) ? Orders to U.S. factories fell in March by the largest amount in seven months but a key category that signals business investment plans managed a small increase.

Factory orders dropped 4 percent in March, reflecting a big plunge in the volatile category of commercial aircraft, the Commerce Department reported Friday. Orders had been up 1.9 percent in February. Orders in a category considered a proxy for business investment plans rose 0.9 percent, a modest gain but an improvement from a preliminary report last week that had shown a decline.

Weaker economies overseas and the impact of across-the-board government spending cuts have made businesses more cautious, dampening demand for manufactured goods. But even with the March decline, total orders stood at $467.3 billion, 43 percent above the recession low hit in March 2009.

Demand for durable goods, items expected to last at least three years, fell 5.8 percent in March, after a 4.3 percent February increase. Orders for nondurable goods, items such as chemicals, petroleum and paper, were down 2.4 percent following a 0.1 percent dip in February. This weakness partly reflects falling prices for energy products.

The 0.9 percent rise in core capital goods, the category watched for business investment, followed a 4.8 percent decline in February and a 6.7 percent surge in January.

In the durable goods area, orders for commercial aircraft plunged 48.3 percent and demand for autos and auto parts fell edged down 0.4 percent, a drop expected to be reversed in coming months given recent strong auto sales.

Orders for machinery dipped 0.8 percent while demand for primary metals such as steel fell 3.2 percent. Orders for computers rose 2.9 percent and orders for electric turbines and communications equipment also showed strength.

A separate report on jobs Friday showed that U.S. employers added 165,000 jobs in April, helping to push the unemployment rate down to a four-year low of 7.5 percent. Economists were also encouraged because Friday's report revised the past two months to show hiring was much stronger than previously thought.

The Institute for Supply Management reported this week that factory activity expanded at a slower pace in April, held back by weaker hiring and less company stockpiling.

The ISM manufacturing index slipped to 50.7, down from 51.3 in March. A reading above 50 indicates expansion but it was the weakest reading this year.

However, there are areas of strength. Last month, U.S. auto sales reached their highest level for any April since 2007. Sales grew 8.5 percent to nearly 1.3 million. And on Thursday, Ford Motor Co. said it will add 2,000 workers to a Missouri plant that makes the F-150 pickup because of surging demand for trucks.

But overseas demand has been weak, in part because of a recession in the euro zone area, the 17 European countries that use the euro as their currency.

Factories may also see slower sales this spring because consumers are starting to feel the impact of higher Social Security taxes. Americans increased their spending from January through March at the fastest pace in more than two years. But spending on goods fell in March, a possible sign that the tax increase may be catching up with consumers, although some economists believe that lower gas prices will help offset the higher Social Security payroll tax.

The economy grew at an annual rate of 2.5 percent from January through March, the government said last week. While that was an improvement from the anemic growth of 0.4 percent in the final three months of last year, many economists expect growth will slow in the current quarter and remain subpar for most of the year due to the expected drag from the government budget cuts.

The Federal Reserve announced after its meeting this week that it planned to keep its low interest rate policies in place until it show more improvement in the labor market.

Samsung Knox gets official DoD approval for government use

Samsung announced in March that its Knox security suite would debut with the Galaxy S 4. That might not have happened exactly as planned, but just as the WSJ predicted the Department of Defense has given it the official hat-tip for use in government departments. Good news for Samsung, who will now see its Knox-enabled devices added to the alongside BlackBerry on the official list of approved hardware. This also represents the first time any Android devices have been deemed secure enough for use by US services. With iOS believed to be going through the same boot-camp trials, agencies could be about to get a lot more choice.

Solar plane lands in Ariz., 1st leg of major trip

PHOENIX (AP) ? A solar-powered airplane landed in Phoenix early Saturday morning after flight from California that included several hours in the air after sundown.

The Solar Impulse set down about 12:30 a.m. at Sky Harbor Airport after flying, completing the first leg of a planned cross-country trip that its co-pilot described as a "milestone" in aviation history.

The Solar Impulse ? considered the world's most-advanced sun-powered plane ? left Moffett Field in Mountain View near San Francisco just after dawn Friday.

Its creators said the trip is the first attempt by a solar airplane capable of flying day and night without fuel to fly across America.

Video posted on the expedition's website showed a smiling pilot Bertrand Piccard shortly after landing as he waved to wellwishers and held up a flag emblazoned with the Solar Impulse name.

"It's a little bit like being in a dream," Piccard said as he stepped on the tarmac.

From Phoenix, it plans to travel to Dallas-Fort Worth airport in Texas, Lambert-St. Louis airport, Dulles airport in the Washington area and New York's John F. Kennedy airport. Each flight leg will take about 19 to 25 hours, with 10-day stops in each city.

"All the big pioneers of the 20th century have tried to fly coast to coast across America," co-pilot and one of the plane's founders, Piccard, said before the flight. "So now today we're trying to do this, but on solar power with no fuel with the first airplane that is able to fly day and night just on solar power."

The plane is powered by about 12,000 photovoltaic cells that cover massive wings and charge its batteries.

The delicate, single-seat Solar Impulse flies around 40 mph and can't go through clouds. It weighs about as much as a car, making it vulnerable to bad weather.

Its creators said solar planes will never replace fuel-powered commercial flights. But the goal is to showcase the potential of solar power.

"What we look for is to have a new milestone in this very exciting history of aviation that can attract interest of the people, of the political world, of the media and show that with renewable energies and clean technology for energy efficiency, we can achieve impossible things," Piccard said.

The plane has previously impressed audiences in Europe.

Dustless chalk may cause allergy and asthma symptoms in students with milk allergy, study finds

May 2, 2013 ? Many of today's schools and school teachers opt for dustless chalk to keep hands and classrooms clean. But according to a study published in the May issue of Annals of Allergy, Asthma & Immunology, the scientific journal of the American College of Allergy, Asthma and Immunology (ACAAI), this choice in chalk may cause allergy and asthma symptoms in students that have a milk allergy.

Casein, a milk protein, is often used in low-powder chalk. When milk allergic children inhale chalk particles containing casein, life-threatening asthma attacks and other respiratory issues can occur.

"Chalks that are labeled as being anti-dust or dustless still release small particles into the air," said Carlos H. Larramendi, MD, lead study author. "Our research has found when the particles are inhaled by children with milk allergy, coughing, wheezing and shortness of breath can occur. Inhalation can also cause nasal congestion, sneezing and a runny nose."

Milk allergy affects an estimated 300,000 children in the United States, according to the ACAAI. Although it has been believed the majority of children will outgrow milk allergy by age three, recent studies contradict this theory, showing school aged children are still affected. However, 80 percent of children with milk allergy will likely outgrow it by age 16.

"Chalk isn't the only item in a school setting that can be troublesome to milk allergic students," said James Sublett, MD, chair of the ACAAI Indoor Environment Committee. "Milk proteins can also be found in glue, paper, ink, and in other children's lunches."

Even in the wake of whiteboards, overhead projectors and tablets, chalk is a classroom staple that likely won't become extinct anytime soon. Parents with milk allergic children should ask to have their child seated in the back of the classroom where they are less likely to inhale chalk dust, advises Sublett.

"Teachers should be informed about foods and other triggers that might cause health problems for children," said Sublett. "A plan for dealing with allergy and asthma emergencies should also be shared with teachers, coaches and the school nurse. Children should also carry allergist prescribed epinephrine, inhalers or other life-saving medications."

If your child is sneezing and wheezing at school, you should see a board-certified allergist for proper testing, diagnosis and treatment.

Gray hair and vitiligo reversed at the root

May 3, 2013 ? Hair dye manufacturers are on notice: The cure for gray hair is coming. That's right, the need to cover up one of the classic signs of aging with chemical pigments will be a thing of the past thanks to a team of European researchers. In a new research report published online in The FASEB Journal people who are going gray develop massive oxidative stress via accumulation of hydrogen peroxide in the hair follicle, which causes our hair to bleach itself from the inside out, and most importantly, the report shows that this massive accumulation of hydrogen peroxide can be remedied with a proprietary treatment developed by the researchers described as a topical, UVB-activated compound called PC-KUS (a modified pseudocatalase). What's more, the study also shows that the same treatment works for the skin condition, vitiligo.

"To date, it is beyond any doubt that the sudden loss of the inherited skin and localized hair color can affect those individuals in many fundamental ways," said Karin U. Schallreuter, M.D., study author from the Institute for Pigmentary Disorders in association with E.M. Arndt University of Greifswald, Germany and the Centre for Skin Sciences, School of Life Sciences at the University of Bradford, United Kingdom. "The improvement of quality of life after total and even partial successful repigmentation has been documented."

To achieve this breakthrough, Schallreuter and colleagues analyzed an international group of 2,411 patients with vitiligo. Of that group, 57 or 2.4 percent were diagnosed with strictly segmental vitiligo (SSV), and 76 or 3.2 percent were diagnosed with mixed vitiligo, which is SSV plus non-segmental vitiligo (NSV). They found that for the first time, patients who have SSV within a certain nerval distribution involving skin and eyelashes show the same oxidative stress as observed in the much more frequent general NSV, which is associated with decreased antioxidant capacities including catalase, thioredoxin reductase, and the repair mechanisms methionine sulfoxide reductases. These findings are based on basic science and clinical observations, which led to successful patient outcomes regarding repigmentation of skin and eyelashes.

"For generations, numerous remedies have been concocted to hide gray hair," said Gerald Weissmann, M.D., Editor-in-Chief of The FASEB Journal, "but now, for the first time, an actual treatment that gets to the root of the problem has been developed. While this is exciting news, what's even more exciting is that this also works for vitiligo. This condition, while technically cosmetic, can have serious socio-emotional effects of people. Developing an effective treatment for this condition has the potential to radically improve many people's lives."
