New forest law may doom South American jewel

BRAZIL'S farmers are a force to be reckoned with. Rightly so. For good or ill, they are the first people in the world to master prairie-style agriculture in the tropics. They have made their country a leading exporter of soya, beef, chicken, sugar, tobacco, bio-ethanol and orange juice.

So when they come up against environmentalists we can expect fireworks. That is why the debate in Brazil over a proposed reform of its prime conservation legislation, the Forest Code, has proved so fraught. And why a deal on the code, likely to be signed off by the Brazilian House of Representatives this week and sent to President Dilma Rousseff for final approval, is so important.

As it stands, the code requires farmers to leave at least 20 per cent of their land uncultivated, and 80 per cent in the Amazon. These figures are not up for negotiation, but the reform does include a controversial amnesty that will let famers continue to farm illegally cleared land.

Outside Brazil, we have heard a lot from environmentalists about how the reform will water down the code. WWF says it "could see vast areas of tropical forest in the Amazon and elsewhere destroyed".

This seems unlikely. The new code won't change the 80-per-cent rule. And the doom-laden rhetoric ignores the good news that Brazil has reduced Amazonian deforestation rates by a remarkable 75 per cent since 2004, or that half its land area is in publicly protected reserves.

So what do the farmers say? K?tia Abreu, the feisty president of the Brazilian Confederation of Agriculture and Livestock, insists that Brazil's increasing economic development ? in considerable part a result of its booming agribusiness ? is finally bringing the rule of law to the jungle. The reform of the Forest Code is, she says, part of that process.

Currently, most of her members are outlaws. Nine out of ten farmers do not obey the code. Abreu points out that the code was imposed arbitrarily by a military government in 1965 and has never been subject to democratic vote. The new code is designed to bring farmers within the law by absolving them of their past crimes, provided they agree to replant some of the illegally felled trees or to permanently preserve land elsewhere. However, the restitution will only be partial, and that's where the real dispute with greens arises.

A rigorous enforcement of the existing code would, Abreu says, require farmers to give up 70 million hectares of land. Under a deal done in recent months, the land earmarked for restitution will be just 30 million.

"Vast areas" won't, as WWF claims, be cut down. But 40 million hectares will no longer have to be restored. "It's a compromise. It's not what I would choose, but I am forced to agree, and I accept it," says Abreu. She adds that billions of dollars of agricultural output will be lost under the deal.

It is not just in the Amazon that reforms to the Forest Code are causing concern. Last year, I visited the Cerrado , a rich savannah grass and woodland ecosystem 15 times the size of England, wrapped round the Amazon rainforest and almost as rich in species. Or it was. While the Amazon is being saved, the Cerrado is being ploughed up at a prodigious rate to grow soya, corn, cotton and much else. Half has gone already, the rest is mostly rough pasture. Few Brazilians consider it worth saving.

Most of the Cerrado farmers I met admitted that they did not abide by the Forest Code. Maybe they will knuckle down to the new one, especially if legislators fulfil their promises to prevent traders buying from illegal farms. We should not kid ourselves this will save the Cerrado, though. More likely, by requiring farmers to protect more of the land within their boundaries, it will encourage them to buy up more of the unploughed Cerrado to maintain their output. Nothing in the code prevents that.

I have sympathy for the farmers. Most are not environmental demons. My hunch is that, despite the protests of WWF, the amended code may help save the Amazon. But Brazil's other ecological jewel, the Cerrado, looks increasingly doomed.

Lookout for Android


Don't be fooled by the appealing green interface and non-alarmist vibe. Lookout Premium for Android ($2.99/month, direct) offers powerful, triple-threat protection against almost anything that can go wrong with your Android device, which currently means malware, device theft or loss, and apps that access more personal information than you realize. Getting Started
Getting started with Lookout is super easy. After installing the app from the Android Market, you?re asked to register with a valid email address, to which you?ll be sent weekly newsletters about the status of your smartphone?s security. You'll also use this address to log into Lookout's Web-based admin portal, Mylookout.com. ?

From there, Lookout performs a full scan of your device and SD card for malware and spyware; 95 percent of you will pass this bill of health, given that Android malware is still very low?in real numbers .?By default, scans are performed every day and any time you're about to download an app or file (checked as File System Monitoring in your Settings). You can reschedule daily or weekly scans for a specific day and time of the week, or stick to on-demand scans only. I set mine to run daily at 4 AM for minimal interference with my normal use. On a Nexus with 137 apps installed, the scan took about two minutes, and didn't slow down my usage of other apps appreciably.

Anti-virus That Doesn't Hog Resources
Unfortunately here at PCMag, we don't have the capabilities to test with live android malware, so I can't attest to Lookout's ability to detect or remove viruses and spyware. I'm told that if the app does detect anything harmful it is removed automatically. None of the major labs have tested Lookout (or much of its competition), either, but, when they do, rest assured that we'll update this review.

Security applications aren't the popular kids in school. We expect them to interfere with our device's processing speeds and battery life, making it a no brainer when it comes to cleaning out our app library. You won't feel that need with Lookout. On a cold boot up?where I powered off the phone and timed how long it took to reboot, averaging three tests?the Nexus took 54.5 seconds to restart with Lookout and 51.7 seconds without. The GS2 took 37.9 seconds to load with Lookout and 36.2 seconds to load without. Impressive. Lookout also claims that running its app for one day only consumes as much juice as a 30-second phone call.?

After setup, Lookout only turns on when your device connects to a server. You'll notice pop up alerts fade in and out with updates; it tells you that the file you've just downloaded is malware/spyware-free, or that Safe Browsing has been enabled when you launch a new browser for the first time. Because you don't have to tap to close an alert, I found the alerts reassuring rather than excessive and annoying.

Taxation in the United States has always been the source of much debate and dissension in the political realms. Part of the discussion relates to what the taxes are used for, and, as an extension, what the government should be using the revenue for. Another part of the debate stems from differing views on the ability and appropriateness of using taxes to manipulate the economy. Many economists and politicians believe that lowering the tax rate will help to stimulate the economy ? an important consideration in the current economic climate.

What people rarely hear debated is that America?s taxes, as a percentage of its gross domestic product (GDP), are at historical lows and that the corporate portion of that tax benchmark is lower than almost any other industrialized country on the planet . Why does this measure matter? GDP represents the output of the economy and should be steadily rising. Taxes fuel this growth, both through direct government initiatives and through its impact on businesses and individuals. When taxes are too low, economic growth is more difficult to achieve and the government must cut programming due to lack of revenues. Here are three reasons why taxes should increase in the U.S.

The Effective Tax Rate Is Much Lower Than the Marginal Rate
The debate over lowering taxes generally looks only at the bracket rates, which represents the marginal taxation on the last dollar of income in that bracket. A much more important measure is the effective tax rate, which is based on the amount of taxes actually paid. The effective rate takes into account all of the deductions and credits taken that reduces taxable income. For example, even though the highest personal tax rate is 35%, according to the IRS the average tax rate paid by the country?s 400 richest individuals was just over 18% in 2008. Part of the difference is that capital gains are taxed at a much lower rate than earned income, which is at the highest tax bracket. Another part relates to deductions, such as donations, that the wealthy can use to offset their taxes.

A Reduction in Corporate Taxes Doesn?t Translate into Job Growth
One of the main arguments for lowering the corporate tax rate is that it will stimulate hiring, and, thereby, drive economic growth. However, according to the Congressional Budget Office, the corporate tax burden was 12.1% of profits, on average in 2011. This is the lowest it has been since 1972. Unemployment still remains at just over 8% (as of January 2012), so the low corporate taxes are not having an impact on jobless rates. One possible reason for this is that the largest corporations in the country are accelerating the outsourcing of jobs to other countries, especially in the manufacturing, technology and customer service areas. This expatriation of tax savings does nothing to stimulate the American economy .

Passive Income is Taxed at a Lower Rate than Earned Income at Higher Tax Brackets
In some industrialized countries, taxes on investment income are higher than taxes on earned income. This stimulates inputs into the economy (labor) and puts a higher burden on dormant capital. In the U.S., it?s just the opposite. In the higher tax brackets, parking money in investments attracts less tax than employing it directly into the economy. Reducing tax rates across the board will not change this dynamic.

The Bottom Line
The tax base as compared to the GDP is at historical lows in the U.S. and the corporate contribution to tax revenues is lower than almost any other developed country. The solution to America?s economic woes may not be in lowering taxes further, but may, in fact, lie in increasing them.
